I realized that there were only two possibilities which could allow to hide in the sky, the planes and the clouds.
Obviously, this guy is unlikely to use planes to throw us the Covid 19, I'm pretty sure, some passengers could see him, even if they're all drunk, it's unlikely.
in addition everyone knows that we should not open the window on airplanes, it's bad. for these obvious facts, we can eliminate the use of planes, of the possibilities.
by deduction, and after a scientific reasoning, it therefore seems certain that this guy uses the clouds as a vector of displacement and concealment.
moreover, it is very likely that he stole the invisibility cloak from Harry Potter. which could allow him to be unable to be located by anyone, even by the ISS.
we could have doubts, as for his technique of displacement, but there too, I did some research intents and I could deduce,
that this guy is surely a ballet dancer who jumps from cloud to cloud with a small basket on his arm and he fun to spread his filthes everywhere.
of course, like you, I wonder about the mental health of this guy. but whatever, we have to find a solution to put an end to his stupid actions.

we will prevent him from hopping from clouds to clouds and after having shoot down all the clouds, he will necessarily fall.
