Download facility removed

Hey people, anyone know why the download button has been removed? Saw a news article saying some sites were under pressure from the authorities but this doesn't ring true across many other sites of a similar nature????
Also the ability to upload content has been removed for some members?? WTF is going on!!!! I thought this was a fucking free world !!!!!!
